I'm having trouble on the web what with sites not loading, most especially FaceBook, though it happens with other locations. I have the feeling it's because people have to fuck with the software. Either deliberately, or because they just don't care. In addition, it's because certain parties just don't want to invest in the resources the Internet needs to function adequately. So may I propose this law: You may not interfere with communications. That's it. No conditions, no exceptions. Simply, you may not interfere with communications.
Because we need reliable communications. For our safety. For our health. So we can keep in touch with others, inform them, and let them get in touch with us. The greedy and the fools are endangering our lives and that we just can't tolerate. Not on your tin type.
To reiterate: You may not interfere with communications. Now let's get off our butts and start doing something about it. Enact laws, bring suit against those who either mess with the system, or who won't let the system handle what it needs to. Enact and assess fines, restrict or ban access to equipment a party will use to interfere with communications. And open up access to competitors so monopolies can't interfere with what is necessary.
Back when I was about your age the cybernetic community was planning on what they were calling The World Wide Web. The assumption was that by keeping the system "loose" they would thereby make it nearly impossible for the Web to be interrupted. That was the hope, but then a human trait bollixed it. That trait was apathy.
The original scheme depended on there being available resources to handle the anticipated traffic. The bad news is, we just had to be short sighted and pound foolish by limiting resources. We put more emphasis on saving a buck on the initial installation of the infrastructure than on ensuring that signals could get through. As a result we seem to be spending more on getting information through than we could have to make sure the net had the space it needed to work with. By being chintzy we have ended up with an Internet that just barely suffices for our needs.
I'm bitching now because I can't download software from Microsoft. That app is the Office Suite, and it has features and capabilities I could use in my work. But as long as my access to the Internet keeps getting interrupted it's going to be a month or so until I have the app. I can't be the only one with this problem, and I expect others are also having trouble getting what they need through the Web. This problem is not just a bother, in some cases you can expect some to lack what they need to survive. Blocked communication endangers lives. You're prevented from getting the information you need to live, you will die.
My version of The Laws starts with, "First: You shall not harm society, or through inaction allow society to come to harm." (I know, it's an adaptation of Asimov.) By being cheap with the Internet we are in violation of the First Law and it's time we time well stopped this. Billions for communication, not one damn cent for short term profit!
